1. Conditions for certification of High Technology Expertise
(1) The enterprise shall be registered and established for at least one year when applying for recognition;
(b) through independent research and development, transfer, donation, merger and acquisition, the enterprise obtains the ownership of the intellectual property rights that play a core role in technical support for its main products (services);
(3) The technologies that play a core supporting role in the main products (services) of the enterprise belong to the scope stipulated in the High-tech Fields supported by the State;
(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in the year shall not be less than 10%;
(5) The proportion of the total research and development expenses of the enterprise in the recent three fiscal years (calculated according to the actual operating time of less than three years, the same below) to the total sales revenue of the same period meets the following requirements:
1. The proportion of enterprises with sales revenue of less than 50 million yuan (including) in the latest year is not less than 5%;
2. The proportion of enterprises with sales revenue of 50 million to 200 million yuan (inclusive) in the latest year is not less than 4%;
3. The proportion of enterprises with sales revenue of more than 200 million yuan in the latest year is not less than 3%.
The total R&D expenses incurred by the enterprise in China shall account for not less than 60% of the total R&D expenses;
(6) In the past year, the proportion of high-tech products (services) revenue in the total revenue of the enterprise in the same period is not less than 60%;
(7) The evaluation of enterprise innovation ability should meet the corresponding requirements; and
(8) No major safety, major quality accidents or serious environmental violations have occurred within one year before the enterprise applies for recognition.
2. Procedures for certification of High Technology Expertise
(1) Enterprise self-evaluation and application
Enterprises log in the "high-tech enterprise identification management network", compare the conditions stipulated in Article 10 of these measures, and conduct self-evaluation. If it considers that the conditions for accreditation are met, the enterprise may submit an application for accreditation to the accreditation agency.
(2) Submit the following application materials
1. Application for recognition of high-tech enterprises;
2. Business license copy, tax registration certificate (copy);
3. Intellectual property certificate (exclusive license contract), production approval, new product or new technology certification (new search) materials, product quality inspection report, science and technology project approval certificate above the provincial level, and other relevant certification materials;
4. Description of the number of employees, educational structure and the proportion of R&D personnel to enterprise employees;
5. Statement of R&D expenses of enterprises authenticated by qualified intermediaries in the past three accounting years (actual operating years of less than three years), with explanatory materials for R&D activities attached;
6. The financial statements (including balance sheet, profit and loss statement, cash flow statement, actual operating life of less than three years) of the enterprise certified by a qualified intermediary and the statement of technical income in the last three accounting years.
(3) Compliance review
The accreditation institution shall establish a database of experts for the accreditation and evaluation of high-tech enterprises; According to the application materials of the enterprise, the experts in the expert database are selected to review the declared enterprises and give identification opinions;and
(4) identification, publicity and filing
The accrediting agency shall certify the enterprise. The identified high-tech enterprises in the "high-tech enterprise identification management network" for 15 working days, there is no objection, submitted to the office of the leading group for the record, in the "high-tech enterprise identification management network" announcement of the identification results, and issued to the enterprise uniformly printed "high-tech enterprise certificate".

6. List of established R&D institutions, facilities and equipment (with invoices and contracts for the purchase of facilities and equipment);
7. Performance appraisal documents of R&D personnel in the past three years;
8. the company's roster of scientific and technological personnel (cumulative actual working time of more than 183 days, with social security, labor contracts), if the company mentions how many doctoral, researchers' academic qualifications and titles can provide copies;
9. research achievements transformation project information (list, contract, product quality inspection certificate, etc.);
If the technical income is to provide products, provide product testing reports or appraisal reports provided by third parties and sales contracts (provide invoices attached to the contract); If it is to provide technical services, it is necessary to provide technical service contracts and invoices and to register technical contracts. All income is consistent with PS.
